Plant SHE Manager

Purpose and Mission

• Responsible for ensuring safety, health, and environmental compliance as well as information security risk management at plant/site level.

Key Activities and Responsibilities

1. SH&E Management System Development and Maintenance
1.1Establish, improve, and implement a comprehensive SHE system; formulate and optimize the company's SHE rules, regulations;
1.2 Implement and maintain management systems such as ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environment); regularly review and update relevant system documentation.
1.3 Organize the preparation of the annual SHE budget and work plan, and track the implementation progress.                   

2. Compliance Management and External Liaison
2.1 Regularly identify and evaluate applicable national and local safety, environmental, and occupational health laws and regulations to ensure operational compliance.
2.2 Assist the General Manager or Site Manager in responding to administrative inspections by local governments and relevant authorities, maintaining good government-enterprise communication.
2.3 Organize and manage the ""Three Simultaneities""  for safety, occupational health, and environmental protection in new, renovated, and expanded projects and share/push GPS implementation.

                 
3. On-site Supervision and Hazard Investigation
3.1 Participate and facilitate in regular SHE on-site inspections, SEG and self assessment to guarantee AAP is well implemented
3.2 Conduct hazard investigations and risk identification, and supervise relevant departments to ensure closed-loop rectification.
3.3 Supervise special operations, the full-cycle safety of hazardous chemicals, the operation of fire protection facilities, and the standardized use of tools, PPE and others.                   
4. Incident Investigation and Emergency Managemen
4.1 Scientifically organize the investigation (RCA) and analysis of various safety and environmental incidents/accidents, propose improvement recommendations, and implement Corrective and Preventive Actions.
4.2 Develop and refine emergency response plans, regularly organize emergency drills, and enhance the team's capability to handle unexpected incidents.

                       
5. Training and Safety Culture Development
5.1 Formulate the annual SHE training plan and organize targeted SHE and security training for internal employees and contractors.
5.2 Conduct various SHE promotional campaigns to drive the implementation of management requirements, gradually shift employee attitudes toward safety, and build a strong corporate safety culture.

                       
6. Team Management and Cross-departmental Collaboration
6.1 Oversee the daily management, guidance, and performance evaluation of the SHE team; supervise the certification process for special operations and management personnel.
6.2 Provide business guidance on SHE work for various departments and workshops; collaborate with other departments to promote 6S management, Management of Change (MOC) assessments, and continuous improvement projects.

                        
7. IP Management
7.1 Collaborate with the Legal and Security departments to enforce corporate IP policies and Non-Disclosure Agreements (NDAs) across the SHE team and on-site contractors.
7.2 Manage site access control and surveillance systems to protect critical areas containing proprietary technology and intellectual property.
7.3 Lead investigations into security breaches or potential IP infringements, and implement corrective actions to mitigate future risks.                     

Skills

• Job Holder must be able to develop and deliver presentations with the ability to communicate effectively in English
• He/she has ability to work independently and effectively plan, organize and oversee day to day responsibilities of duties assigned.
• He/she has strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in the plant and with regulatory authorities.
• He/she has ability to take ownership of responsibilities, works on a variety of tasks simultaneously, and consistently meets deadlines.
• He/she has effective utilization of problem solving skills.
• He/she is knowledgeable of SHE regulations and practices.
• He/she has knowledge of manufacturing process and practices in the plant, or at least able to understand the processes after a short training.

Previous Experience

At least 5 years of experience in the SHE area

Qualifications and Education

Job Holder has at least a bachelor degree with Safety or Enviromental background
