Purpose and Mission
- 1. To maximize company’s profit and to ensure legality through tax planning proposing, declaration, and tax
beneficial policy/governmental subsidy application. - Comply the leading of BMC tax management functionally and to keep smooth communication with other Bekaert plants for tax business knowledge sharing and coordinating. To improve the consistency of tax treatment.
Key Activities and Responsibilities
- Non-Transfer Pricing Compliance
- Monthly Corporate Tax filing (VAT / Business Tax [BT] / Stamp Duty [SD])
- Quarterly deferred tax reporting
- Annual Corporate Income Tax [CIT] filing
- Application for tax deduction on asset loss
- Annual local taxes (Urban Land Usage Tax [ULUT] / Real Estate Tax [RET] / Stamp Duty [SD]) clearance
- Withholding Tax [WHT] review
- VAT invoice management
- Monthly internal tax payment report
- Tax-related accounting
- Export VAT refund
- Corporate Tax registration & de-registration
- Transfer Pricing Compliance
- Transfer pricing documentation [TPD]
- Feasibility study on TPD based on tax law requirements
- Engagement of PwC
- Review & confirm TPD
- Transfer pricing documentation [TPD]
- Corporate Tax incentive, Corporate Tax preferential treatment & Corporate Tax subsidy
- General corporate tax incentive & tax preferential treatment under Corporate Tax Law
- Corporate Tax Subsidy under Investment Agreement
- Negotiation of Corporate Tax Subsidy under new Investment Agreement
- Application for Corporate Tax Subsidy under existing Investment Agreement
- Application for other subsidy which is calculated based on tax revenue contribution
- Existing tax incentive
- Application for annual R&D super tax deduction
- Application for CIT credit on qualified energy-saving equipment
- BT exemption on royalty payment
- Tax Audit/Self-assessment
- Review and prepare report / information to Tax Authorities
- Tax health check
- Perform health check
- Prepare health check report
- Custody of Corporate Tax Documentation
- Custody of the following corporate tax documentation:
- Tax returns and Tax filing packages
- Correspondences to / from Tax Authorities
- Annual statutory China transfer pricing documentation prepared by PwC
- Tax payment receipts
- Tax payment receipts
- Custody of the following corporate tax documentation:
- Communication & relationship management with Tax Authorities
- Providing BMC Tax with monthly update on tax irregularities, tax exposures, tax issues and tax practice change in the responsible region (provincial / municipal / economic & development zone / county) wherever appropriate
- Liaison with in-charge State & Local Tax Bureau for daily tax matters
- Informing BMC Tax of self-assessment & tax audit upon notification by the local tax bureau
- Tax Bureau relationship development and management, e.g. arranging regular visits to in-charge State & Local Tax Bureau (provincial / local region) with BMC Tax to build up
- Working with BMC Tax & (or) external tax advisor to liaise with in-charge State & Local Tax Bureau on Tax Self-assessment / Tax Audit
- Handle queries from Tax Authorities
- Provide information as requested by Tax Authorities
- Update on Corporate Tax
- Follow up the change in corporate tax laws and issuance of new corporate tax circulars
Skills
Previous Experience
Qualifications and Education
- Education and experience requirement
- College or university education with accounting related as major
- At least 5 years relevant working experience in a WOFE or JV, at least 3 years experience in tax
- Certain English communication proficiency (reading, writing)
- familiar with office computer operation (Excel, Access, etc.) ERP experience preferred
- Special preference on qualification
- Internal coordination and communication skills
- External PR skills
- Initiative and strong analyzing skill,good self-management
