This position is responsible for managing, on a US corporate-wide basis, the administration of the Corporation's human resources policies & procedures, benefit and compensation plans, and payroll to ensure that the payroll and benefit plans are properly administered and in compliance with current federal laws.


Incumbent is also an advisor and reference point to all field HR and Payroll departments for any questions that need to be answered or problems that need to be resolved on payroll, human resources policy and procedures and benefits.


Incumbent will be responsible for researching, negotiating, and recommending methods of improving the overall cost structure of payroll and benefit plans.  If approved by upper management, incumbent is responsible for implementing such improvements.  Incumbent is also the primary liaison between the Corporation and the outside carriers/contacts who service the benefit plans.


The incumbent is a member of a Global Center of Excellence on Total Rewards, coordinated from our Headquarters in Belgium.




Human Resources – Payroll and Benefits advisor and providing support as needed for all small Bekaert locations that do not have HR managers on site (BP PA, etc.).  The incumbent also manages the HR, Payroll and Benefits, as well as some office management duties for the Marietta Offices.  Assist with preparation and presentations for Human Resources Meetings.


Provides HR, benefits, payroll assistance/guidance to all of the BU/plants.  Assists, as requested, with recruiting, transfers, promotions and dismissals for all locations.  Filing and coordinating AA/EEO-1 reports for all locations. Troubleshooting and providing advice to all locations on benefits, HR and compensation problems.


Communication - Writing, presenting and communicating employee benefits to all employees, COBRA participants and retirees and providing the field locations with presentation and implementation materials after consultation with location management and/or manager.  Presenting benefit plans and making presentations to all BC locations, as needed and requested.


Manuals/SPD's – Responsible for updating and drafting the Corporation's "Policies and Procedures" manual, as well as updating and drafting the "Benefits Administration" and the "Employee Handbook" manuals.  Incumbent is also responsible, with the use of outside legal counsel (when necessary), for drafting, revising and publishing to all employees the various benefit forms, employee handbooks and benefit plans summary plan descriptions relating to the Corporation's benefit plans.


HRIS - Responsible for the planning, implementation and consolidation of all payrolls and HRIS systems for Corporation (i.e. Ultipro, Employee Central, PBIS, Success Factors, etc.), in line with global HRIS strategy of the group.  Manager of the centralization, administration and maintenance of the corporate human resources information systems (for all PR and benefits for active employees – with different sites needed to be coordinated) and PBIS (for terminated and retired employees), which process all payrolls and benefits/human resource information and reporting for Corporation.  Directing and assisting with the writing of all reporting from systems necessary for custom reporting, premium reports, valuation, EEO/AA filings, etc.


Expatriates - U.S. liaison with our global HQ in Belgium for the administration of the Expatriate Program in the United States for incoming and outgoing expatriates in line with the global expatriation policies of the group.  Responsibilities include administrating, after approval from appropriate business unit personnel, expatriate contracts, salaries, visas, green cards, tax information and gross-ups, benefits, etc. for he expatriates stationed in the U.S.  Tax Preparation Program for all expatriates/Sr. Managers and tax related payroll issues. 


International - Set up various expatriates, payroll and benefit programs for Canadian employees and ongoing administration of such.  Assist for expatriate assignments and benefits for international sites.


Relocation - Coordinator of the corporate relocation program for the Corporation.  Communicates and obtains approvals from appropriate business unit personnel.


Compensation - Reviewing job descriptions, analyzing them and assigning Hay Points/B-Levels for jobs throughout the corporation in line with the compensation strategy of the group.  Working with data supplied by Hay.  Incumbent analyzes and recommends to management changes to Hay salary ranges and salary progression grids for following year.  Assistance with Corporate X+l Benefit and Payroll Budgets for distribution to field locations.  Coordinating and overseeing salary administration program for Corporation.  Compiling and reporting salary data for Corporation for salary survey reports.  Assist as needed for job evaluation for a large number of employees for affiliated companies.


Payroll – Manages the administration/troubleshooting of the Corporate and field and Canadian payrolls.  Timely payments of Federal and various U.S. and Canadian state taxes.  Manages the Corporate Payroll Department staff to consolidate and pay Federal taxes, (U.S. and Canadian), as well as State/Federal unemployment taxes for the entire Corporation and year-end consolidated reports (T4/W-2/W-3/941/940 reports).  Deals with the IRS and Canadian government and state or local tax authorities for any payroll tax related issues for the Corporation.  Incumbent also works closely with the Tax Manager to be up to date on any tax regulation changes that would affect the payrolls.  Incumbent also informs and assists in implementing any payroll changes to the field Payroll Departments throughout the Corporation.


401(k) - Implements and manages the in-house administration of a 401(k) plan, with various levels of benefits (including Profit Sharing, Enhanced Contributions, hardship and loan provisions) to ensure that all payments and contributions are distributed properly and in a timely fashion.  Completes and submits to the IRS necessary data (Form 5500, 401(k) and 401(m) discrimination tests, and 415 limit tests) in order to maintain the plan in accordance with ERISA laws and regulations.  Must be well informed of legislation changes that might affect the 401(k) plan and must inform all field locations of such.


Pension - Manages the in-house administration/correspondence, pension calculations of various hourly and one salaried employee pension plan to ensure that all pension payments and contributions are distributed in accordance with the plan's regulations and in a timely fashion.  Completing and submitting to the IRS necessary data (e.g. 5500 forms, Summary Annual Reports, PBGC premiums) in order to maintain the plans in compliance with ERISA laws and regulations.  Keeps informed of any legislative changes affecting the plans and implements such changes as necessary.  Informs field offices/Business Units of such changes.  Handling all special pension projects and retirement packages.


Health - Manages the in-house administration of the Corporation's multi-leveled self-insured medical, prescription, vision and dental plans for all active employees and retirees, as well as short-term disability payments and COBRA.  Manages the administration of various types of health programs.  Manages the administration of a vision program, a prescription drug card plan and a mail order prescription drug program.  Completes and submits to the IRS necessary data in order to maintain the plans in accordance with ERISA laws and regulations.  Recommends health plan improvements while reducing costs.  Keeps informed of any legislative changes that will affect the plans. 


Insurance/Disability - Manages the administration of the corporation's various life insurance plans (i.e. Travel Accident, Group Term Life, Accidental Death and Dismemberment, Stop Loss.  Disability: Short Term Disability Plans.

Voluntary Benefits: Hospital Indemnity, Critical Illness, Voluntary Life Insurance, Dependent Life Insurance, Pet Insurance, Discount Programs, Legal/ID Shield programs administration.


Executive Plans – Supplemental Executive Retirement Plan, Long-Term Incentive Plan (Stock Appreciation Plan and Performance Share plan.  Responsible for the ongoing maintenance and communication of Executive Plans.  Reviews plans periodically as directed by management or required by law and deals with outside carriers to improve benefits while saving costs.  Handling of Executive Plans for BSF SERP. Implementation of Long-Term Incentive Plan for US executives in line with the global Executive Compensation strategy.


Legal - Works closely with business unit management and outside legal counsel (when necessary) for certain corporate wide human resource legal issues (e.g. separation agreements, EEO-1 or AA grievances, discrimination lawsuits, employee handbook materials, benefit plans, expatriate contracts, etc.).


Other - Manages the researching, recommendation, implementation and administration of Health Insurance Continuation (HIC), Section 125 Plan, and Cancer Protection Programs.


Mergers and Acquisitions – Assist with required due diligence for all mergers, acquisitions.  Responsible for planning and recommending integration plans for new M&A’s from a benefits, payroll and HR perspective.  Responsible for communicating, implementing and integrating all new employees acquired through M&A’s to the BC scheme, either on a short or long term basis and providing training and/or guidance to HR managers/administrators resulting from M&A’s.


Training - Responsible for training programs for HR department and training for new HR/PR/Benefits administrators that are newly, hired, or acquired through M&A’s.


Benefits/HR/PR Services – Responsible for providing full Benefits/HR/PR Services to other small locations.


Unions – Assist with union negotiations from a benefits standpoint, providing benefits information, recommendation and planning as needed and requested.


Skills / Requirements


  • BA/BS Degree in Human Resources, Finance or Accounting, MBA preferred
  • 5-7 years of experience in leading a Benefits or HR Systems organization-specific experience with governance of benefit plans & pension and 401(K) plans extremely beneficial
  • Leadership of a Payroll department, highly preferred
  • Strong Leadership & Management Skills
  • Ability to think creatively to design new programs and/or continuously improve existing programs
  • Strong communication skills-both verbal & written
  • Ability to Impact and Influence other stakeholders in the organization
  • Strong collaboration and teamwork skills
